Varadaraja aka Varada and Deva Rajan Gawda Aka Deva are two influential crime leaders in Madhura and are enemies. Venkidachalam, the home minister plans to topple their supremacy by eradicating their illegal activities. Meanwhile, Siva lives with her father Surendran in Madhura. He runs a motor vehicle workshop.
