 ਸ਼ਹੀਦ ਜਸਵੰਤ ਸਿੰਘ ਖਾਲੜਾ ਇੱਕ ਸਿੱਖ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਾਰਕੁਨ ਸਨ। ਉਨ੍ਹਾਂ ਨੇ ਪੰਜਾਬ ਪੁਲਿਸ ਨਾਲ ਸਬੰਧਤ 25,000 ਗੈਰ-ਕਾਨੂੰਨੀ ਕਤਲਾਂ ਅਤੇ ਓਹਨਾਂ ਦੇ ਸਸਕਾਰ ਬਾਰੇ ਆਪਣੀ ਖੋਜ ਲਈ ਵਿਸ਼ਵ-ਵਿਆਪੀ ਧਿਆਨ ਖਿੱਚਿਆ, ਅਤੇ ਇਹ ਕਿ ਪੁਲਿਸ ਨੇ ਲਗਭਗ 2,000 ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਵੀ ਮਾਰ ਦਿੱਤਾ ਸੀ ਜਿਨ੍ਹਾਂ ਨੇ ਸਹਿਯੋਗ ਕਰਨ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਸੀ।

ਭਾਈ ਜਸਵੰਤ ਸਿੰਘ ਖਾਲੜਾ ਪੰਜਾਬ ਵਿੱਚ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਰਾਖੀ ਕਰਨ ਲਈ ਸ਼ਹੀਦ ਹੋਏ ਸਨ। 1980 ਵਿੱਚ ਪੰਜਾਬ ਸੰਕਟ ਦੇ ਦਿਨਾਂ ਵਿੱਚ ਆਪ੍ਰੇਸ਼ਨ ਬਲਿਊ ਸਟਾਰ, ਇੰਦਰਾ ਗਾਂਧੀ ਦੇ ਕਤਲ ਅਤੇ 1984 ਦੇ ਸਿੱਖ-ਵਿਰੋਧੀ ਦੰਗਿਆਂ ਤੋਂ ਬਾਅਦ, ਪੁਲਿਸ ਨੂੰ ਸ਼ੱਕੀ ਵਿਅਕਤੀਆਂ ਨੂੰ ਸ਼ੱਕੀ ਅੱਤਵਾਦੀ ਕਹਿ ਕੇ ਹਿਰਾਸਤ ਵਿੱਚ ਲੈਣ ਦੇ ਅਧਿਕਾਰ ਦੇ ਦਿੱਤੇ ਗਏ ਸੀ,। ਪੁਲਿਸ ਉੱਤੇ ਕਥਿਤ ਤੌਰ 'ਤੇ ਹੋਈ ਗੋਲੀਬਾਰੀ ਵਿਚ ਨਿਹੱਥੇ ਸ਼ੱਕੀ ਲੋਕਾਂ ਦੀ ਹੱਤਿਆ ਕਰਨ ਅਤੇ ਕਤਲਾਂ ਨੂੰ ਛੁਪਾਉਣ ਲਈ ਹਜ਼ਾਰਾਂ ਲਾਸ਼ਾਂ ਸਾੜਨ ਦੇ ਦੋਸ਼ ਲੱਗ ਰਹੇ ਸਨ। ਓਹਨਾਂ ਨੇ ਪੰਜਾਬ ’ਚ ਖਾੜਕੂਵਾਦ ਦੌਰ ਵੇਲੇ ਲਵਾਰਿਸ ਦੱਸ ਕੇ ਲਾਸ਼ਾਂ ਸਾੜਨ ਦੇ ਮਾਮਲੇ ਜੱਗ ਜ਼ਾਹਰ ਕੀਤੇ।

ਭਾਈ ਜਸਵੰਤ ਸਿੰਘ ਖਾਲੜਾ ਨੂੰ ਆਖਰੀ ਵਾਰ ਸਤੰਬਰ 1995 ਵਿੱਚ ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਚ ਆਪਣੇ ਘਰ ਦੇ ਸਾਹਮਣੇ ਆਪਣੀ ਕਾਰ ਧੋਂਦੇ ਦੇਖਿਆ ਗਿਆ ਸੀ। ਬਾਅਦ ਵਿੱਚ ਪੰਜਾਬ ਪੁਲਿਸ ਦੇ ਛੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਖਾਲੜਾ ਦੇ ਅਗਵਾ ਅਤੇ ਕਤਲ ਲਈ ਦੋਸ਼ੀ ਠਹਿਰਾਇਆ ਗਿਆ ਅਤੇ ਕੈਦ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਗਈ।
