Timothy Dwyer was raised on Long Island's Eaton's Neck, swimming distance from Theodore Roosevelt's homestead at Sagamore Hill. He studied history and politics at Georgetown University's School of Foreign Service and at the College of Europe in Bruges, Belgium.
